You can use continuous, or hot lights (lights that stay on all the time), but that's about it unless your $150 camera has a sync port or a hot shoe. Define "pro". Because I think I'm about sick of people throwing that term around like it's a style or something. With a $150 camera (not knowing the brand or model), I doubt there is enough image quality and resolution to do anything meaningful in post (photoshop), so your options become limited. Sharpness and clarity are attributes which lack in point and shoot cameras (even the new ones) as noise is always inherent in smaller image sensors, so again, options are limited. The rest, you will have to figure out. I can't tell you how to pose people. You're the photographer (I guess), figure it out. Look at other portraits and try to mimmick them. It's more about the relationship between the subject and photographer than knowing a particular pose. Owning a camera does not make one a photographer.

The quality of the finished image is not determined by the type of camera, but who's holding it. Yeah there's some inherent disabilities with consumer grade point and shoot cameras, but the biggest difference is training and an artistic eye.
A professional photographer can do more with a little point and shoot than soccer mom over there because he knows about angles and working with the natural light to get better shots.
If you really want to get into it the expense will not be the camera, but in the classes you take to learn photography. Check out your local community college many of them offer a lot of classes you can take for pennies a day.

There are a lot of online sources of information but if you want a one-stop book, check out "How To Photograph Absolutely Everything" by Tom Ang. After that, remember that the camera is a tool. If you don't "see" like a photographer, you'll always take snapshots, not photographs. This simply takes practice. Take a lot of pictures, find out what you don't like about them and then find out how to fix them. There is also a beginners photography group on Yahoo that is very friendly and helpful.

Make sure you cameras produces a sharp image and has decent color control. After that, there are only three things to remember: Lighting, Lighting, Lighting.
Continuous is less expensive. Strobes appear more professional to the model and color control is easier.
