I need help with a Digital Camera. HELP PLEASE!?

I have a Kodak EasyShare V1253 and I have no clue if it has a manual exposure control. Can someone help me and tell me if I have that option.

manual exposer is a setting on the camera that alows you to control the amount of light coming in and how fast the camera snaps the pic. It should be on the setting called "manual".
The settings should have a F-stop number that alows you to make the camera snap quicker with darker pics, or brighter, and blurrier. This setting alows you to fine tune what you need in yous picture situation.

But it does have a whopping 23 scene modes that cover all the basics including portrait, night portrait, landscape, night landscape, flower, fireworks, snow, beach, text, and even two panorama-assist modes (one from left to right; the other from right to left).
It has no manual exposer, but look at some sony powershots, and casio cameras, it will not be hard to find manual exposer cameras.

I think the Kodak EasyShare V1253 is only automatic, i.e. I don't think it has a manual exposure control.

Basically you are looking for a Digital SLR. SLR stands for single lens reflex. With an SLR you can manually change the shutter speed, Aperture, ISO, and focus. SLR cameras have interchangeable lenses. You can look at the following models
Canon Rebel XT, XTi or XSi
Nikon D40, D40x or D60
There are some point and shoot models that will allow manual control. The Canon S series or G series will do this. There are others but I am not that familiar with point and shoot models.
