A digital tuner takes the signal from the antenna or other source and picks out the selected frequency or channel.
By digital receiver, it’s usually meant a TV with a digital tuner.
Standalone digital tuners are pretty rare, and pricey.
What you want if TV with a digital tuner. The consumer electronics industry calls this an integrated HDTV.

Stand alone digital tuners are NOT expensive. They run $50-70 and that is what the government is giving $40 rebate cards for. Go to http://www.dtv2009.gov and you can get up to two coupon/rebate cards for your old tv’s. All new tv’s from tier 1 and 2 brands have digital tuners built in. Even our “SD” tv’s have digital tuners built in. The brands to watch for are tier 3 like philips, akai, insiginia, westinghouse, olivia, vizio, soyo, go video, polaroid, rca, etc… BUT even a lot of those have built in tuners now.
One big thing to remember. If you have cable or satellite, this feb ‘09 change over does NOT affect you. It only affects people who receive their tv channels/programming with an antenna from over-the air.

What you need to look for are digital receivers. They will have the tuners built in and will work stand alone.
Here are a couple of examples:
