I received an email and it came out all jumbled and when I try to reply it says it requires a digital ID?

it’s an email from my uncle who lives out of the country and his email looks like jibberish so I’m assuming it is encrypted or maybe in another language and my email can’t recognize it. I am using outlook express 2003 on windows xp home edition

    Contact your internet provider, they can probably help you with that. if you use AT&T the # is 1-877-722-3755
