I would say most current digital cameras take "great pics" and are user friendly.
Panasonic offers a great value, especially in their "bridge" cameras.

Any camera can take GOOD shots. You just need to learn how to work their settings. Bestbuy.com has a comprehensive search tool, that divides by price range.

Bump up your budget a bit (or look for a refurb/used) and get a Canon S5 IS. Amazing camera and possibly the best point and shoot.

The all time winner bargain compact digital camera is the Canon 7.1 megapixel PowerShot SD1000 [not the SD1100 [IS] 7.1 with an added 2- gig memory card which when set in the manual mode for “Vivid” colors and videos at 30 fps in 320 dpi format provides killer images and videos under low light conditions. It’s especially good for low-light concerts. The macro feature is superb for taking closeups of small butterflies, insects, etc. It currently sells for $140 at techgearnow.com:

Good luck!

Canon A-590IS. $149 at many stores. You will need 4 AA rechargeable batteries and a charger. $10-$20. And atleast a 1GBSD card $10. Best under $200 camera IMHO. Google it and read the reviews. Very easy to use in easy mode.

Most digital cameras utilize some form of removable storage to store image data. While the vast majority of the media types are some form of flash memory (CompactFlash, SD, etc.) there are storage methods that use other technologies such as Microdrives (very small hard disk drives), CD single (185 MB), and 3.5″ floppy disks.
Compact cameras are designed to be small and portable; the smallest are described as subcompacts or “ultra-compacts”. Compact cameras are usually designed to be easy to use, sacrificing advanced features and picture quality for compactness and simplicity; images can usually only be stored using Lossy compression (JPEG). Most have a built-in flash usually of low power, sufficient for nearby subjects.
Although JPEG is the most common method of compressing image data, there are other methods such as TIFF and RAW (the latter being highly non-standardized across brands and even models of a brand). Most cameras include Exif data that provides meta data about the picture. Such Exif data include aperture, exposure time, focal length, date & time taken, and camera model.
I have the best & cheapest digital-camera that is of 2.1 MP high quality color image >>>>> http://www.agritura.com/product_info.php/info/p2002_Trail-Scout-Pro-2-1-MP-Digital-Camera.html
