Is the Canon Digital Rebel XSi 12.2 MP Digital SLR Camera with EF-S 18-55mm f/3.5-5.6 IS Lens a good camera?

It sounds to me like you should do a lot more reading before you make such an investment.
Yes, it is a very good camera with an ok kit lens, but it is hard for you to make the right decision until you understand it all.
Go to the Canon website, there is a huge page about that camera in their learning center.
