What's a good digital camera?

I want to buy a Digital Camera for my Wife for Christmas. We live in a very rural area so I'd probably have to buy it at WalMart. SHe doesn't like cameras that have a long pause before the pic is actually taken after pushing the button.
Can anybody tell me which camera is the best deal for the money? I'm looking in the $400 range.

I thought about getting an HDTV for Christmas this year. But with the full digital conversion from analog on TV, I'd thought it best to ask if prices on HDTVs will go down after the conversion.

i was planning to get cable when the tv switch comes so that i dont have to buy a converter box,but now i am hearing that if you dont get digital cable you still have to get the converter box.does anyone know the difference or if this is even true?

i'm not a novice photographer and i need to make the transition from film to digital.
i have a 35mm canon rebel xtii but realize i have more potential with a digital camera. how can i tell what area of megapixels to get. these cameras arent cheap and i'm worried of the repercussions of outdatedness since there always seems to be a camera with more and more and more megapixels.
so then i don't need to switch to digital? i can just keep my trust rebel and get the same resolutions? then why are people switching to digital slr more and more?
