How do I stop the digital noises in television?

That often in the middle of a show there will be this "break" sound or a "jump" in the picture, and now some whole channels have so many break sounds I can't watch anything on that channel for several hours.
When I used a Satelite Dish, this was often a problem when weather was bad or snow ended up in a dish, and the main reason I stopped using Satelite a long time ago, but with this from the Cable company now I don't know what to do about it.
Is there anything that I can do on my end to improve the situation? Does the cable company have any responsibility, or even an ability, to correct it?
Or is my only recourse to stop watching television all together and only watch streaming videos online?
Ok, I checked, and found out that country didn't go digital yet. Not for a few more weeks. So now I have no idea why this is going on.
I don't use an antenna at all, nor any Satelite Dish, or a Digital Cable Box. Only a Coaxial Cable running into the house. All television sets are affected at the same time in the same way when it happens.
When calling the Cable Company, they claimed they are unable to test on their end, and on my end it seems to be "hit and miss".
Also, I don't use an HDTV. Just a regular old television set in two rooms, and my computer with a TV-Card in another.
Although I do use a splitter, not all channels are affected the same way at all times, but I guess that is worth looking into.
I use a Splitter on the First Floor to go between the Television, Cable Modem, and Phone. On the second floor to go between upstairs televisions.
