The law says "no later than 11:59 pm" so stations can do it whenever. I would assume that most will wait until near midnight.
Only about 500 stations out of the roughly 1800 stations nationwide will go all digital tonight bringing the total to 681 stations that have shut down their analog transmitters. Congress moved the date to June 12 forcing stations to petition the FCC for shutdown on Feb 17. The FCC denied 123 of the requests citing "public interest". So, any analog signals still on the air after tonight will probably remain until June 12.
It was supposed to happen today, but the government gave "us" a reprieve. Many stations are still planning on converting to DTV today, but they now have until June 12, 2009.
