The earliest electronic clock that uses digital circuitry that I could find was at the source link I posted below:
Patent number: 2,958,179
Patent filing date: Jan 23, 1950 (so it was probably invented in 1949)
Patent issue date: Nov 1, 1960
Inventors are Albert E. Wolfe Jr. and Floyd G. Steele
According to the description of this patent,
"This invention relates to electronic clocks and more particular to the type including the means for accurately measuring intervals of time."
"Another object of this invention is to provide an electronic clock that gives a direct reading of time for a 24 hour period."
"Briefly, the present invention provides an extremely accurate electronic clock comprising counting or frequency dividing circuits which respond to pulses from a seconday low frequency standard. The face of the clock is provided with indicator lamps which are arranged so as to give a direct reading of the time for a 24 hours period in: hours, ten minutes, minutes, ten seconds, seconds, tenths of seconds and hundredths of seconds."
