You have a Canon EOS film?
Then of course you'd want a Canon EOS digital.
I really, really suggest the EOS 450D, or XSi.
You could wait for the new T1i, but… I really don't suggest it.
Of course, it may be too limited for you, and so you might want to jump to the 40D or 50D straightaway.

Cannon rebel xs is a good camera to start with.Images and built quality is superb.

I agree the XS is a great camera - build quality, photo quality, features, this camera has it all. Trust me, you don't need all the bells and whistles some models say they have, just a good basic platform is what you nee.
I know, I own an XS and love it. I've added a Tamron 18-200 lens. Although the 18-55 kit lens is clean and sharp, it doesn't have the reach I want.
Here's a shot I did the other day messing about with depth of field.
Shot with my 18-200 Tamron, 1/250, f/8, ISO 200, focal length 102.
