will the digital change strengthen the signal on our televisions if we don't have cable?

It most likely won't be strengthened. It depends on the station. The problem with digital is that if the station is weak, it won't come in. Unlike a weak analog signal that comes in with static, a weak digital signal just won't come in. It's all or nothing.
I use a cheap amplified set of rabbit ears and get the same stations I did when I was getting analog. In my case I have an old TV (1995 or so) without a digital tuner so I have to use a converter box.
I love it. I went from 5 analog stations to 15 digital. I lose the signal occasionally (especially when a plane flies over) but overall it's great.

Once it's a totally 100% digital signal then yes it should be strenghtened. But you'll still need a booster indoor or an outdoor airel to recieve it.
