Photoshop is definitely a good program, though I’d recommend Adobe Illustrator for creating digital art. Illustrator is a vector-based program, meaning it defines the information you create based on curves. This allows you to scale your design however big you want it without affecting it’s quality. If you decide to use Photoshop, know that it’s raster-based, meaning the designs you make are made up of pixels. You could never scale your design any bigger without distorting it. I’d never recommend creating a logo or design in Photoshop because of this. As its name suggests, Photoshop is mainly for working on photos. You can definitely find more information about raster vs. vector and Illustrator online if you need it. You could also use Adobe Flash for animations, though in my opinion you’d have a lot harder of a time trying to make good looking artwork in it because of it’s basic structure and tools.
