Does Comcast charge extra per TV in a pre-wired house for Digital Cable (No Box)?

I am moving into a townhouse with 3 good friends. I called into comcast to see if they had college student rates and I was told that it was 39.99 a month for digital cable (no dvr/cable box). The house is pre-wired in every room as well. I was also informed that it was $2 for every extra TV that uses the service (besides the main TV). How in the world would they be able to see how many TVs are being used? To me it just doesnt make sense. For example, what if we changed the room the TV was in, how would they know? Thanks a lot for the help

ok, this may sound stupid but I dont know how to print or however you do it in Walgreens.
