what is the best Digital Camera for portraits?

The camera matters much less than the lens. Given that all the DSLRs had the same number of mega pixels and the same lens, you would get approximately the same results. And as far as mega pixels, don’t worry about how many the camera has. 8 to 10 would be more than enough and most of the current entry level DSLRs have at least 10MP.
Most DSLRs get at least 2-3 frames per second which exceeds what you need so that is no problem.
Now with the same camera but different lenses you would get significant differences. You absolutely do not want to do portraits, at least head and shoulders portraits, with a wide angle lens. A great focal length range for portraits on a DSLR without a full frame sensor would be about 50-75mm. The optics of the lens are also important. Both the 50mm f/1.8 and 50mm f/1.4 are great portrait lenses. But the 50/1.4 is built better and has better optics. It isn’t the difference between the f/1.8 and the f/1.4 because that is very little difference anyway.
Get out and try out some camera models because all of the brands have some great portrait lenses availble. So make your choice based on which camera you really enjoy using.
Don’t forget to budget for a camera case and some memory cards. An extra battery is great to have so you don’t have to wait while you recharge.

ANY camera manufacturer will work fine but I recommend the big two, Canon and Nikon. You’ll want an SLR (point and shoot cameras are not ‘best photo quality’ nor good in low light). Since lenses are everything you’ll want to spend most of your money on glass.
I’d recommend an entry level Canon dSLR Rebel kit. I don’t know what Nikon’s equivalent is. You’ll still be under $1000 for a nice dSLR body and a all-purpose lens.

Both the camera and the lens are important if you’re searching for a DSLR–if you’re content with a high-end EVF, you’ll want one that goes up to ISO 12,800 for low-light. There are a lot of cameras that can match your needs, however, so it might be better to know the technical terms behind these needs:
First, you want a high ISO and either in-camera or optical stabilization to take pictures in low-light. Canon and Nikon have optical in their lenses, whereas Panasonic and Sony, etc., have in-camera.
Second, you want a camera that has a fast burst rate (5-fps or more) to quickly take a photo.
Third, if you’re buying a DSLR, you’ll want to purchase a macro lens for close-ups. Tamron and Sigma both make fairly inexpensive ones ($200-range), but still, you’ll want a camera/kit lens set up that’s $800 or less so that you can purchase this additional lens.
Again, a lot of EVF cameras have fast burst capture and high ISOs, but since DSLRs are so cheap these days you may as well go for one of those. Nikon and Canon are both great (the Canon EOS Rebel series is inexpensive, high-quality, and has many options that fit these needs) and the Sony Alpha cameras are also a high-quality bargain. You can probably find the one best for you by searching through their cameras and choosing one with a high burst rate and ISO 6400 or above, as well as image-stabilization unless it’s a Canon or Nikon. The best camera brand is Leica. They’re ridiculously expensive but their film cameras from the 70’s can compete with some of the best cameras today. They do have some cameras for under $1000 and I very very highly recommend them. Leica is pretty much known for their smooth, fast shutter and excellent lenses. The best camera for in your price range is probably the Leica D-LUX 4.
