What you’re talking about is blur in photos due to the motion of the camera relative to the subject. In order to overcome this, you need to use a fast shutter speed. A fast shutter speed would be when the image is captured in, for example 1/1000 of a second. All cameras have the capability of snapping pictures that quickly, but in order to let enough light in over that short of a period of time, you need to have a wide aperture (the opening in the lens that lets light onto the sensor).
So the feature that you’re looking for is a ‘fast lens’. On the lens of all major brands is a series of numbers. An example would be:
6.2-18.6mm 1:2.8-4.9
as shown on the Canon SD1200 shown in the following image:

The first section of those numbers (6.2-18.6mm) tells you the focal length range of the zoom lens. It doesn’t mean anything without knowing another specification (angle of view OR equivalent 35mm frame focal length range) but that’s not important to what we’re discussing.
The second section is what you are interested in, particularly the number right after the colon (2.8). Lower numbers are BETTER; they mean that the lens can open up wider, allowing more light in and giving you the ability to use a fast shutter speed while still letting in enough light.
***So, the direct answer to your first question is get a camera that has a low number number after the colon. 2.8 is about as low as you can expect to get without spending a lot of money and the Canon SD1200 gets great reviews****
BUT THERE’s MORE:
In order to avoid blur, you need to use the camera properly, too.
1. When taking pictures in motion, make sure the dial is set to ‘Action Mode’. See this page to get an idea of what the running man looks like:

2. Don’t zoom in while taking the photo. Remember that list of numbers I referred to? the last number is bigger, which means a smaller opening (i know, why make it so confusing?-don’t shoot the messenger) which is bad for motion shots. WHen you zoom in fully, that’s the most your lens can open up to let light in. So, instead of zooming in on action shots, either get closer or crop it on the computer.

Motion creates blur in still shots. To avoid blur, the camera has to remain as steady as possible while taking the shot. If the camera or the subject is in motion, you have to point the camera at the subject and follow it while taking the shot. It takes a lot of practice to get reasonable results. You will still see the foreground, background and some parts of the subject blurred this way even if done perfectly.
You have to understand the basics of photography to get motion shots right. You will need a very steady hand, a fast shutter speed and plenty of light. A steady hand can be aided by anti-shake technology or better a good tripod. Fast shutter speeds depend on the camera. A dSLR would be the best choice with a fast lens making it superb. In the case of compacts, choose one with a very fast maximum shutter speed, preferrably 1/3000 of a second or faster. Light intensity is almost always uncontrollable but you as the photographer must find out the best places and angles to maximize exposure.
