i have taken photo from digital camera, i want to do this photo in passport size, how can i do this?

There are a variety of software that you can size it to a 2×2 inch photo… and make your head the right size. What photo or Publishing software do you have?

Yes, you will need a photo manipulation program to resize the photo. I use Adobe Photoshop, but obviously you do not have that. Here is a list of editors. Most any of these should allow you to resize the photo to the size you want.
A quick note though. Are you planning to use this as an actual passport photo? You should probably rethink that. A passport photo has to meet very strict requirements, and not just as far as outside print dimensions go. A photo you take yourself and resize is not likely to be accepted. Getting a passport photo taken properly is very cheap and can be done at many places. Walgreens typically does it.
