when dealing with politics and anything a lawyer can play with, ultimatums such as "will fully" can never be considered correct. but the sentence is grammatically correct

The correct sentence is:
"Analog broadcast will switch over to Digital broadcast by July 2011
You cannot ‘fully’ switch over to something. ’switch over’ itself is enough.

No - because "broadcast" is singular. You could use the plural noun "broadcasts" but it would be much more usual and far better to use the gerund "broadcasting".

Digital broadcasting will completely replace the Analog format by July 2011.
