has there been noted hard sector errors with western digital terra byte hard drives?

Bad sectors or Bad clusters can happen on all "Disk Drives" not just Western Digital. Bad sectors are generally physical damage to the disk surface where the drive is unable to read from and marks them as "Bad"
If you format the drive it will set the drive to not write information to these sectors.
However, physical damage to the drive means that the moving parts in the disk drive will probably make these bad sectors worse. Have the drive replaced.

western digital hard drives are extremely prone to failures. wanna know why they’re so cheaper than other hard drives? because they’re built cheap. i usually avoid western digitial because of it. It’s like the "generic brand" of hard drives in my opinion, like a non-namebrand soda from the grocery store. Sure it’s refreshing, but it’s not as good as the major name brands like pepsi or coke.
