How much farther of a zoom will 1.7x get on a 200mm digital camera lens?

200 X 1.7 would be equivalent to about 340mm.
You’ll lose at least a stop of light with the teleconverter which means the 5.6 lens will be useless in all but bright sunlight. The 2.8 will be good even at most indoor events.

200 mm x 1.7 = 340 mm. On your D80 DSLR, the 340 mm becomes the equivalent of a 340 mm x 1.5 (Focal length multiplier) = 510 mm on a full frame camera like the D700
If you buy the 70-200 mm f/2.8 ($2,320), you will have to also consider buying the 16-85mm f/3.5-5.6 VR ($630) to cover the same range as the 18-200 mm VR ($770) gives you.
The 18-200 mm VR is an excellent lens and while f/5.6 at 200 mm, the VR and low noise at high ISO cameras coming along, you will eventually get excellent performance when you do eventually replace your aging D80.
If you may have noticed that the 1.7x teleconverter will eat 1.5 f/stops. so you will be skating close to f/5.6 when you have the 70-200 mm f/2.8 attached to it.
Enough technical discussion.
The question is really what do you intend to do with the lens and converter?
I use the 70-200 mm f/2.8 when shooting indoor court sports and fashion. For a longer reach, I use the 200-400 mm f/4 lens, but again when shooting sports, wildlife and action, it is rare that you will see a photographer using any kind of teleconverter.
You may want to consider for now, buying the 18-200 mm VR lens and upgrading from your D80 to a D90. The performance increase should satisfy any need you have for relatively noise free shots.
