Best digital cameras? (For low prices :P )?

Here are some pictures that have the quality image that I’m looking for. (Sorry, I don’t know the photography lingo xD)

Most any camera in $200 price range would be capable of these shoots. Get at least a 5mega pixel camera. with a 5x or more zoom lens. A 3x zoom is useless and you will soon tire of it. You had an "xD" at the end of your question, did you mean you wanted the camera to take "xD" memory cards? Take a long look at fuji cameras, they are excellent.

Panasonic Lumix DMC-TZ5. One of the best compact digital cameras you can get. $2-250.

A used Panasonic DMC-LZ6 go on ebay for around $50 i think. It is an amazing camera for the price. Get it!!

If you give your camera enough light, you’ll get pictures like those easily. Just try once more and play with the EV setting. Take lots of pictures of one scene changing EV values up and down, bit by bit. Maybe there is still hope left on your junk.
If you still want to throw away your old camera, consider the Sony Cybershot models. They are some of the easiest to use while offering a fair amount of control.
