You will have to look at a DSLR.
To reduce blur, you have to be sure that your camera is shooting at shutter speeds of 1/250th second or faster.
Look for an entry level DSLR made by Nikon, Pentax, Canon, Sony or Olympus. All the shutter lag times on those cameras are measured in milliseconds, not seconds

I have a Kodak Easy Share camera I’ve been using for years and it does what you want. The flash is instant but could be set for "red eye reduction." There is also a setting for motion type pictures.
Check out the Easy Share cameras. My current one is the second one I’ve used and it really IS "easy."

pretty much every camera can do this.
make sure to turn OFF red-eye-reduction so you dont get any preflashes wich delay the actual picture.
freezing fast action requires fast shutter speeds. even fully automatic cameras can use fast shutter speeds, but the scene must be brightly lit (outdoor daylight) so it will use a fast shutter speed.

You absolutely do NOT need a DSLR. DSLRs arent the only cameras which will shoot "instantly".
I think your real problem is you dont understand cameras. If its the flash you end up waiting for its most likely because you are using red eye reduction. That will cause a delay on any camera you get simply because of how red eye reduction works. Keep red eye reduction off and if you get photos with red eye use software to remove it.
If you take many flash photos in a quick sequence you may have to wait for the flash to recycle. This will also happen with DSLRs.
You want to take photos of moving people without blur. Motion causes blur. To avoid it youll need to use flash or a very high shutter speed.
Recommending a camera to you is impossible. You dont say if you want a point n shoot, a bridge camera or a DSLR. You dont mention a price range. You give nothing to go on. There are many available which will do what you want IF you know how to use them. You need to do a little research and get to some stores to test the cameras.
