Try craigslist.com. It’s used items, but you can find great cameras that look and work like new. You just have to be careful and really know what you’re buying. Make sure you use it to make sure there is nothing wrong with it if you go with a used camera.

Probably no where, to be honest. I mean, you could… but even the children’s digital camera’s cost around 40-50 dollars now a days, and those aren’t very good at all. It would be a much better investment saving the $25 and keep adding a little to that until you can get a better one.
