I have to recommend the Canon PowerShot A590 IS. Amazon retails it for about $300. It has one feature that other brands do not, a separate optical viewfinder (the little hole you look through at your subject). LCD viewfinders just don’t work well in broad daylight. If you are going to take pictures outdoors, you should consider getting a camera with an optical viewfinder.

Here is a list of its features.

I would suggest Panasonic Lumix DMC-FZ35 12.1MP Digital Camera with 18x POWER Optical Image Stabilized Zoom and 2.7 inch LCD

Ok. First off, you will buy the memory card to put in it. So you can get any size you want. Costco has a great deal going for a 2 pack of 4 gig SD cards for about $24. So that woudl give you a total of 8 gig, but 2 cards so you can change cards and keep shooting while you download the first card.
Define onscreen editing? A P&S does not really do much editing. That is what we use computers for. The Canon P&S all come with good software whihc will allow you to take care of Red Eye, Crop and resize yoru images and such. Even play with the colors in them if you want to. Otherwise you can buy Adobe Photoshop Elements and that give a lot more options.
As far a a good camera in that budget. I would suggest the Canon SX10is. It is at the top of the budget and will range from $299 (on sale) to $350. But its worth every penny. It has a 20X optical zoom, a great viewing screen that moves so you cah see better in the sun, and gives a great image. If you want to stay under the budget, then get the SX110is. It’s zoom is less, but still very good, and the MP is good and best of all the noise processing is great so you wont have a ton of grain (digital noise) in your image liek most of the other P&S have. Either of these should work well for you and give you and yoru family a bunch of happy memories. If you can swing the SX10is, get it!!!
Happy Shooting
