Comcast used to offer a package called Expanded Basic, which included many cable-only channels in analog. They have moved those channels to digital in most areas, and offer Expanded Basic subscribers up to two free digital converters in order to receive those channels.
However, the above free converter only has an analog output, so you won’t like it much if you have an HDTV.
I don’t know about new subscribers, but it’s a question you should ask Comcast. Call them and ask specifically about minimal service that includes a "Digital Transport Adapter," which is what they call their free digital-to-analog converter. They may steer you to their Digital Starter package instead, which I think runs about $60 at present and includes a digital receiver. But it’s still not HD–that’s another fee.
Good luck with Comcast. I had them for 10 years and dumped them in favor of AT&T U-verse 3 months ago. It was a good move.
