I don’t know what the abbreviation for "CHL" is, but most County Sheriff’s and local police departments have these machines and provide these services as part of a background check and/or for identification of children. If you can’t locate one of the agencies in your community, query "San Antonio Fingerprinting business", as most of these businesses provide this service to employers for background checks in addition to offering the service to the public.

San Antonio Police Dept….downtown on Nueva St. ….that’s where I got mine…easy to do and all digital.
