The Pentax KX is the best DSLR for that price currently. It recently won best entry level DSLR and compare favorable to semi pro model like the Nikon D90 ( it even uses the same sensor). It can be found for around $500.
If you want wait a little bit, the Nikon D90 and eventually the Pentax K7 will probably both hit that price point by the end of the year. They are considered to be semi pro cameras and are a serious step above any of the current entry level models.
I’ve got to agree with Luis. However, it will take at least a year for a D90 or K-7 to drop to $600. Look at Pentax, Nikon, or Canon. You can’t go wrong with one of those brands. Find one that fits your budget, needs, and your hand.

I would disagree with that. My opinion is the Rebel line from Canon, the XS, XSi and so on.
I own and recommend the Rebel XS because it gives me superb results and isn’t that what it’s all about, results? Of course it is. Results like this.

I’ve added lenses to my bag and the first two shots above were done with it.

Hey,
Canon EOS XS, XSi, T1i, Nikon D5000 and D3000.
D5000 and D3000 don’t have an AF motor and the D3000 doesn’t have Live view.
The D5000 and T1i can record videos.
Image Quality is the same from all, the D5000 goes to ISO 6400, the T1i to 12800 but the D5000 has less noise.
Here’s a post called ‘Buying a DSLR, what’s important, megapixels, features, brand, price, quality and which one to get - http://the-digital-photographer.blogspot.com/2009/03/which-dslr-to-buy.html
