do i need a converter box if i just got a brand new digital tv?

I have a 1.3 Megapixel Classic Electronics brand DVC 100a digital camera my mother gave me as a gift and she knows it works. I put batteries in it and it won't power on. I can plug a USB cable into it and the lights come on but not the picture/video viewer screen. What can I do?
I am using Energizer batteries from wal mart, why won't the screen turn on when it is plugged in to the USB cable?
Oh Yeah an d will it turn on without the SDcard in it?
I am currently using at&t's "HSI EXPRESS", for $25 monthly.
-Downloading speed- My download speed is always around 40kb/seconds
Now i am thinking about switching to Time Warner Cable.

So the question I have is, what will my download speed be if i get the Road Runner Turbo package.
How fast will it be compared to my current download speed of 40 kb/sec?

I'm buying a digital camera, but I'm not quite sure which to buy.
I'm debating between the Sony Cyber-shot DSC-W150 and the Canon PowerShot SD790 IS.

I want a clear, crisp image for my pictures. Mainly it's a camera for just regular pics. (My old camera is 4.1 MP so it's really bad quality)
But since I'm going to keep this new one for a while, which do you recommend and why?

I need to buy a good camera. One that produces high quality photos. I am setting up a studio in my home to practice photography, but I also enjoy taking photos outdoors too. Im not too worried about prices right now, although I don't really want to spend a fortune. Any suggestions on what camera I should buy? And could you also include why you would choose that one? Why is it that digital camera captures video files in .mov format? And whenever I want to edit it, mostly all movie editing programs hardly support .mov format. I hate it. I do not want to convert it. Even if I did convert it, there's something wrong with the video. What software can I use or what? good converter software, good editing software?
